The mods I have used on my old San Andreas were Skin Selector, Silent's Patch, SA-Reloading, lockcardoors, Weapon Menu, regenerating health and armor mod, and others that I don't know their names. On my new San Andreas I only used Mod Loader. I also do use a texture pack but I have the Memory Fix.

GTA Sans Andreas Mods are developped by players and not by ROCKSTAR GAME. So, it's normal that some mods will crash the games because they don't work well for many players. I suggest to full uninstall the game and even files from the registry then reinstall it again and avoid to install mods that are has been reported by players.
